Assam
has been going through an ambiguous phrase regarding its identification to be
the genuine residents of the state. The history of the NRC goes back to 1951,
but it became a more contentious issue after the 1971 war. Various uprising and
agitation were held in the meantime where it had tremendously devastated the
citizens from its roots. The very famous ASSAM ACCORD has somewhat guided the
transitory assumption, as to whom might consider as a permanent resident and to
whom should detent in various refugee camps. The term “illegal migrants” is a
well-sounded topic for the politician and many regional as well as national
media house rooms which is quite a contradictory scenario as it was what during
the 1971 Bangladesh liberation war.
Since
1951 it has been a prolonged controversy with the state of Assam for the
identification of illegal migrants. The NRC updating process was however rightfully
initiated in the year 2013 with an order by the supreme court of India. Consequently,
the first draft of the NRC was published on 31 December 2017. However, it was engulfed
with the dark cloud again as the second draft which was published on 30 July 2018
had excluded more than 40 lakh people from within the state. This had eventually
led a platform for the opposition parties to politicize the issues by blaming
the current ruling government as using the “anti-minority policy”.
Now
the focus has been regained on NRC, as the state is ready to publish its final
draft as on 31st August 2019. The chief minister of Assam has
assured the people’s safety and also pleaded to not panic if any of the
citizen’s name leaves out from the draft list. Here are some of the measures
that one can adopt and be aware of if his/her name doesn’t exist in
the final draft list:

3. যদিহে আপোনাৰ নাম নাহে তেনেহলে কি কাৰণত আপোনাৰ নামটো নাহিল কাৰণসহ Magistrate certified এটা copy আপোনাক দিয়া হব|
4. Foreigners Tribunal এ পুৰ্ণ নথি পত্ৰ জমা দিয়াৰ 120 দিনৰ ভিতৰত Order দিব লাগিব|
5. যদিহে আপোনাৰ নামটো NRC ত নাহে তেনেহলে আপোনাৰ কোনো আধিকাৰ খৰ্ব কৰা নহয়|

1.
Firstly, try to stay
out of the fake news which is being generally circulated via social media.
2.
Secondly, the person can approach a foreigner’s tribunal for an appeal to register its name
with a certified copy of the rejection order from the NRC.
3.
A genuine
Magistrate certified copy shall be given to the respective person, which will
contain the specific reason for its exclusion.
4.
According to the
home ministry: The foreigner’s tribunal has to give its final order within 120
days from the date of introduction of records.
5.
If the applicants
lose their case before such a tribunal, he or she has the probability to appeal
(with all the valid documents) in the high court or further to the Supreme
Court if necessary arises.
6.
The NRC doesn’t
deal with taking money for its service; thereby the applicant should be
conscious of dealing with the registration procedure.
HOW TO CHECK NAMES IN FINAL NRC:

The public would be able to view the results of Final NRC as follows:
1. Those persons. who submitted Claim as they were i.) not included in Complete Draft
(published on 30th July 2018) or ii.) excluded by Additional Draft Exclusions
The list published on 26th June 2019 or,
b. had any objection filed against their inclusion
can see their status of inclusion in Supplementary Inclusions List by visiting
their designated NSK/Office of Circle Officers /Office of Deputy
Commissioners. The list will only be a list of Supplementary List of
Inclusions.
c. The public can also check their status online* by typing their ARN.
2. Those persons who were included in Complete Draft (published on 30th July 2018)
or ii.) Not excluded by Additional Draft Exclusions List published on 26th June 2019
but -
a. Were called for hearings held from 5th July 2019 onwards can also check
for their status as at 1 above.
b. Were NOT called for any hearings held from 5th July 2019 onwards need
not worry about their inclusion status. They continue to be included in Final
NRC.
3. Online facility to be available from 31 Aug 2019 will give the result of any change
in status from Complete Draft NRC for claimants/ objects/ any member included
in Draft but were called for any hearing held on or after 5 July 2019
4. From 7th September 2019, the status of all NRC applicants will be available.
